Small Engines (Lawn Mowers, etc.): governor problems,i think, valve plate, throttle control

hi john,where can i find a break down and parts for this type of engine,this engine is old.it is a 8 horse power and it is on a snow blower.the with is 26.
my friend believes a spring might be missing on the governor,it runs wide open and it runs so fast that it might tear the engine apart.
this is the number that is on the engine.19413 type 0098 01 code 770 72910.
can you tell me how to adjust this so it doesn,t run wide open even on the start position?

Sorry for the Delay. I had to Purchase a New PC and then Switch my Files and Records from the Old One.  If this Engine has the External Governor, then the Spring Missing will Allow the Engine to Over Rev. If this Engine has the Internal Governor, then Follow the Following Procedure. If you Removed the Governor Arm to Remove the Carburetor, then Reset the Governor. **To Reset the Governor; Loosen the Governor Arm Bolt and Turn the Governor Shaft Clockwise Until it Stops. Using the Governor Arm Hold the Carburetor to Full Throttle. Now with the Shaft Full Clockwise and the Governor Arm and Carburetor Held at Full Throttle, Tighten the Governor Arm Bolt. If the Engine Still Runs Full Throttle, then Reverse the Rotation of the Governor Shaft, but Still Hold the Carburetor at Full Throttle with the Governor Arm. If it Still Runs at Full Throttle, then Check the Internal Governor.** If this has the External Governor, then Remove the Air Filter and Check the Governor Linkage. The Linkage Connects to the Governor Vane and to the Throttle Control Valve Plate on the Carburetor. The Governor Control Spring Connects to the Loop in the Governor Linkage and to the Throttle Control Bracket Pivot. I Could Not Locate this Model Number in the Microfiche or Online. Here are 2 Site Addys that Show Briggs Engines Breakdowns. 1- You can View a Breakdown/IPL of this Engine at this Site Addy, http://www.smallenginepartswarehouse.com/parts.asp and Select the Shop Online Parts Look Up. Then Select the Model Tab. Then Select the OEM and Enter the Model (5 or 6 Digits) and Type Numbers (first 4 digits Only). Example: XXXXXX-XXXX. Then Double Click on the Model in the Results Area. Now you can Select the Section of the Engine you Wish to View. 2- You can View a Breakdown/IPL of this Engine at this Site Addy, http://www.outdoordistributors.com/ and Select the B. Then Select Briggs and Stratton. Then Select Don't have Part Numbers. Then Select the File #. Then Select the Folder #.
