I have a 99 jeep Cherokee sport, and i wanted to put a sub in it, but my buddy told me that i wouldn't need an amp. but then someone else told me that i need an amp.Do I or don't I?

Depends on the sub and how much power it takes.  The best place to answer this is the stereo shop that sold you the sub as they would have all the specs on the ones that they sell.

Some Jeeps have an amp installed from the factory.  Mine has a 250 watt amp stock.
