Suzuki: 87 Suzuki Samurai front calipers hanging up, willys cj2a, caliper piston

Hello,
I have a 1948 Willys CJ2A that has '87 Samurai front and rear axels under it. When I release the brakes, the calipers stay tight.  This is a drag...Pun intended.
The rears are not draging, The PO put new pads in it and I removed some of the pad material with a large flat file and this helped until I pressed the brakes again.
The rubber lines look newish, but is it a problem for the brake lines to break down and plug up?

Two possibilities come to mind.
If the master cylinder was replaced, it's possible that the master cylinder is not adjusted correctly, and it is not allowing all the pressure to vent completely.  Loosen the connection between the pedal and pushrod.  Does the pedal at rest hold the pushrod in slightly?  There should be at least a quarter inch (6mm) of pedal movement before pedal movement causes the push rod to move.

It IS possible for the flexible rubber hoses to fail internally, and a flap of the inside lining could act as a one-way valve.  If the master cylinder is correctly adjusted, apply and release the brakes. crack the line at the master cylinder - no pressure should be vented. If pressure is vented the problem is in the master cylinder.   Re-apply and release the brakes if no master cylinder problem is apparent, and open the bleeder at the caliper.  If pressure is released, and the wheel turns, it's a flexible hose issue.  If the wheel still doesn't turn, the caliper piston is sticking and requires either repairing, cleaning and new seals, or replacing.
