I purchased a certified used car on in Jan in the state of Arkansas.  Two days after the car was purchased, it had to go the shop and needed an oil change, parts for the engine, etc.  The dealership covered these fees.  Two weeks after purchasing, the gear stick started to stick (manual).  Now, the gear stick has stopped working completely, a little over a month later.  I called the dealership and they say that the deal hasn't went all the way through yet so the warranty is on the car.  And that was also the reason why they haven't sent my tags.  Can I do anything about this?  Can I take the car back and get my $1000 down payment back?

Thanks for your question. This is very common and very unfortunate. To answer your question yea you should be able to cancel the deal if the dealer let's you. See technically the dealer is your bank until they sell your loan to another bank so technically they van still hold you to the contract but most won't want to. I would call the dealership and ask for the general manager and explain to that person all that has happened to the car and the situation with the tags and what you were told and see if they are willing to help you out.
