When buying a new car, how many miles need to be on the odometer for the car to be considered used?

Thanks for your question.  It does not matter how many miles are on the vehicle for it to be considered used or new.  What matters is whether or not the vehicle has ever been titled.  When a dealership gets a vehicle from the manufacturer they get what is called a MSO, which stands for Manufacturer's Statement of Origin.  A car keeps an MSO until the dealership or someone titles the vehicle thereby issuing a title.  The state where the vehicle is being titled has to have that MSO from the dealership before they will issue a title to that vehicle.
