Age limitations seem to be tied to temperature - and, of course, the temperature in Phoenix is quite different than it is in Minneapolis.  My take on this is that if one lives in AZ, CA, TX,  NV, and FL, the limit is 6 years.  If you live in MN, WI, MT, ID, and MI, the limit is 10 years.  And states in between are .... ah .... in between.
