Tires: Passenger tires on Ford E250 Van, tire placard, tire guides

Can "P" rated passenger tires be used on a 2000 Ford E250 Van that has been modified by installing a wheel chair lift and is primarily used to carry heavy equipment and loads?

No.  In fact the addition of all that equipment may be more than the vehicle was intended to carry - but we must assume that the folks that would modify such a vehicle would take that into account.  So without any additional information, the tire size and type listed on the vehicle tire placard would be appropriate - and according to Tire guides, a publication that summarizes vehicle tire placards, all Ford E-250 vans came with LT type tires.
