Tires: Substitute T for H?, speed rating, fuel economy

I need to replace all 4 tires on 1994 Toyota Canary Le. Original were 195 70H 14. Can I safely use T rated. H rated are almost impossible to find. Usually drive under 75 and carry 2 passengers. What would be the conseuqences. Would it make a difference to go to 205 70 14?

First, "safety" is too much of a black and white word, so I tend to think in terms of risk.

Going down in speed rating increases the risk.  Personally, I think that everyone should use a minimum of an H rated tire.

But having said that, there are plenty of tires used with T speed ratings.  Directionally, this is going towards worse handling, worse traction, better fuel economy, better wear, and better wear.

Also, there is more difference between tires than one gets by changing tire size - plus, there isn't a list publshed that shows how big the fenderwells are, so unless someone has personal experience, they will not be able to tell you if a larger tire will rub.
