The letters indicate the speed rating.  That is the maximum speed the tires is capable of maintaining:  H = 130 mph and V = 169.  It is always a good idea to use a tire with much more speed capability than you need.  More capability = more safety.

Generally, also, the higher the speed rating, the more responsive the tire.  This also means there is some ride quality degradation.

Constructionwise, V speed rated tires will have 2 cap plis, and H rated tires will have one.

It is recommended that you use the same speed rating as the vehicle originally came with to maintain the steering response.  However, it is pretty common to go down a step or 2.  However I don't think I can recommend anyone use less than an H rating.
