Tires: Wear on my bias-ply tires, bias ply tires, max pressure

I finally saved up enough money to by new wide whites for my old car (G78-15). In taking off the old tires (about 25 years old with 15,000 miles on them) I noticed that out of the six "lines" of tread on each tire the inner four are much less worn than the outer two. I "X" rotate every one or two years and had it aligned about 6 years ago. The service tech had the old books and said everything checked out but my king pin was a little worn. The sidewall says "max pressure 32psi" and that is what I keep the pressure at. I spent close to $700.00 on a new set so I would like to make them last. Any idea on how to prevent this odd wear pattern.

Steer tires tend to wear in the shoulders and drive tires tend to wear in the center.  Given that your average mileage is less than 1,000 miles per year, I'm going to guess that you do much more turning than the average guy - and that's why rotating the tires isn't having the effect intended.

To get even wear, you need to drive in a straight line more.  OK, so that's not going to happen.  

I guess the answer is you aren't going to fix it.
