Tires: tire quality, tire quality, wobble

I have been experiencing wobble in my car for a number of months. I had new tires put on 10 months ago. I have rotated the tires and balanced the tires. I went for an alignment and they told me the tire quaility was poor. they had the car up on the rack and the tires were wobbling all over.  Does this sound reasonable?

 First, let's define "wobble".  

Are you feeling this "wobble" in your steering wheel and does it very with speed ?  

Do you feel the "wobble" in your seat and does it very with speed ?

Do you feel the "wobble" in both ?  

Has the "wobble" been there since the tires were installed?
