Toyota Repair: brakes (92 Camry;200,000km), rear brakes, wheel cylinder

Last month my brakes gave out:the pedal went to the floor without stopping the car. My mechanic replaced the brake lines,he said they were finished.The brakes seemed OK till now. After a weekend out of town my front exhaust pipe gave out and the car seemed lacking in power. The mech. replaced the pipe but the next day the car still wasn't ok:it lacked power and could stop all by itself without brakes!The mech. said the calipers were seized and replaced them. Next day the car seized again. He's now saying it may be the master cylinder or a faulty valve. He bled the lines a little and the seizing went away,only to return. Is all this related? Or should he have looked at the master cylinder in the first place? Could a bad brake line job have caused all this? Is he part chasing? Thanks

Before the master cylinder is replaced have the mechanic check the rear brakes for a wheel cylinder leak, if everything back there is ok go ahead and replace the master cylinder, I don't believe I have too much confidence in this guy, is he parts chasing? It sounds like it to me.
