Answer
Paul,

The 31X10.50R15LT is just a different sizing system known as "Flotation".

The key to the different sizing system is given in tables that are published by the tire standardizing bodies - in the US it is the Tire and Rim Association.

These standards are published yearly in a book that cost about $60.  It is not published in any other form because this is the only source of income for this organization.

The two sizes you mentioned are not interchangeable, but both may appear in the same application.

For example a P235/75R15 SL requires a 6" to 8" rim width and a maximum  load of 2028 # at 35 psi.  It is 28 9" in diameter and the section width is 9.25".

A 31X10.50R15LT Load Range B requires a 7" to 9" rim width at 1765 # at 35 psi. It is 30.52" in diameter and the section width is 10.5".

In order to determine if your vehicle will allow this sizing you need to consult with someone who has measured the fenderwells of the vehicle and who can assure there is enough room and can verify the vehicle's load carrying capacity requirements.  Folks like Tire Rack and Discount Tire are in this part of the business.
