Motorcycle Safety & Driveability: Modulating Headlight illegal in what states?, vehicle safety standards, fmvss 108

I've heard that it's illegal to have a modulating headlight on your motorcycle in some states. Where would I find a master list or website that lists where this is true? I would think this is a safety feature that would be welcomed. But I've heard this more than once. No one seems to know where.

Federal law supercedes state laws and makes motorcycle headlight modulators legal in all 50 states. FMVSS 108 (Federal Motor Vehicle Safety Standards)(49 CFR Part 571.108 S7.9.4) allows motorcycle headlight modulation systems in compliance with standards set forth in this section in all 50 states.

Title 49 USC 30103 (b1) US Codes prohibits any state from forbidding a system that conforms to FMVSS 108.
