Motorcycle Safety & Driveability: Convert Dirt Bike to be street legal in Ca, street, dirt

I've got my heart set on a Honda XR 400, I can get a 1996 for $1,800 already converted.
I'd prefer a newer bike maybe a 2004.
Although I've heard that it's very hard to convert a 2003 or newer XR 400 due to Ca Smog laws and other laws (red sticker).
Do you have any info on what the laws are or the steps I can take to legalize an 04 XR 400?
Or can I just convert my 04 CRF 450?

Being from Minnesota, I'm not familiar with California laws. I know you guys have pretty strict emissions requirements.

Generally, in the US, to convert a dirt bike over to a street bike is not very hard. You'll have to buy the parts or buy a kit and install things like headlight with high/low beam, mirrors, horn, turn signals, taillight with stop lamp, and muffler. Probably turn signals. Chances are if the XR is a California model it's already meeting the emissions requirements, so it may only require a quieter pipe...or maybe not. Perhaps the pipe is already legal.

Once you've got it street legal, there'll be some sort of inspection in order to get a plate for it. Sometimes law enforcement does this, other times the state DMV does inspections. Just make sure you have receipts for everything, a title or MSO for the bike, insurance, etc. and you should be good to go.
