Motorcycle Safety & Driveability: JUST BOUGHT BIKE, DONT KNOW HOW TO START?, honda cb 750, neutral place

Question
HELLO. I JUST BOUGHT A '77 HONDA CB-750. I HAVE TRIED TO START,WON'T. IT HAS WHAT IS CALLED A PULL OPEN,PULL SHUT THROTTLE SYSTEM. OWNER DIED 3 YEARS AGO, SON DOES NOT RIDE, DOES NOT KNOW HOW TO START. NEW BATTERY, BUT DO NEED CLUTCH IN, BIKE IN  NEUTRAL, ETC. TO START? ANY HELP GREATLY APPRECIATED. THANKS AGAIN

Answer
I can't tell if the starter is cranking and the engine won't start or if it won't even crank over.

Generic starting procedure is FINE-C.

F: Fuel. Make sure the fuel valve (usually on left side of the bike near the carb) is turned "on."
I: Ignition. Turn ignition key/switch "on."
N: Neutral. Place transmission in neutral.
E: Engine cutoff switch. Usually a red switch on the right handlebar. Should be in "on" or "run" position.
C: Choke/clutch. Turn the choke on (could be a knob sticking out of the carb or on the handlebar, a lever on the handlebar or carb, or paddle/slide on the carb) and squeeze the clutch.

It needs fuel and spark (plug) to start. The carbs may be all gummed up with old fuel. The fuel may be too old to be useful. Make sure the plug is firing. It may take some time to fire up a bike after it's been sitting awhile.
