Used Cars: DMV wont let me register out of state used car, bad hair day, car question

QUESTION: My husband has just brought a used car from a guy who's a out of state car dealer. Today, my husband tried to register it, but DMV wouldn't let him. He has the previous owner car title, dealer title, and bill of sale. He also already transfer his car insurance too. The lady at DMV said that he also needs a resignation or transfer paper from the seller. My husband brought used card many times and never have a problem, but all used cars he brought was from NY. This is the first time he brought an out of state car. Does that really make a difference? So my husband asked to speak to the DMV supervisor and she the same thing. My husband called the out of state dealer and the dealer said he only need the title and bill of sale and said the DMV don't know what they are doing and just don't want to do it for him. The dealer said to go to a different DMV or go to an agency and paid to get the resignation or transfer paper done.

What should we do? Who's right? The car has been paid full in cash already and the dealer is in PA and we are in NYC. We tried calling that guy, but he said he don't know what resignation or transfer paper we need. And told us to call some agency and maybe they can help. We don't know what to do now.

Sometimes these people at the DMV have a bad hair day, can turn nasty and not help a consumer in the right direction.

We tried 2 different DMV and they told us the same thing. What happen was the car we brought was from a PA dealer and the PA dealer brought the car from a NJ dealer. We have the car title and the NJ dealer title that was transfer to PA dealer. But PA dealer didn't give us another Reassign/transfer paper. Only gave us a Bill of Sale and their receipt. The PA dealer claim that should be enough and it the DMV still won't register for us, we should go to a DMV agency. So we did went to a DMV agency and they said the same thing and now the dealer told us to go to a different agency. I highly doubt any agency is able to help us. He said that if they still cannot help, then he'll bring the car title back to PA and see what he can do about it. The Dealer is in NY right now and said he will go back to PA net week. Still we trust to give him the car title back and see if he can help? I'm worried he's not going to give the title back.

ANSWER: I am a little confused about this whole transaction, let's back up, tell me about the dealer whom is in NY right now ,,, being a dealer he must have a web site ? provide me with a link and a full name.

What is the vin# of vehicle you purchased ? along with price and miles on the odometer.

QUESTION: I don't think he has a website, not that I know of. We only know the place in PA is called VA Auto dealer. I don't have the title and papers right now cause my husband took it we him to another DMV agency again today to if anyone can help. I only have the car VIN number right now, and it is 3N1AB51D33L717161, it has 125K miles on it and it is a year 2003 Nissan. We paid $4500 for it in cash, but on the receipt is a different price. I wasn't there at the time of sale, but my husband said that the guy put down $2500 on the receipt so we don't have to pay that much sale tax when we register. The receipt has the stamp of dealership name, address and number. We never been to the actually dealership in PA, because that guy drive and sold his car over here in NY. Right now we have the car in our garage.
