Used Cars: Cannot register the vechile with DMV, legal heir, going in your direction

QUESTION: Hi,

I have recently purchased a vehicle from a person. The vehicle belongs to his mother, who passed away. He said that he is the legal heir and has the power of attorney. We went to bank where we here signed the title and I paid him the money. The bank employee said they don't have notarize the title, since the state law does not require.

When I went to the DMV to get the vehicle registered on my name, they declined saying that the Title holder and the person signed are different. They said I need to get "Personal Representative Form" from the seller. I have called him told him about this. He said he is get me the form.

I am worried. What are my options if he is not able provide me the form.

I really appreciate any suggestions...

When you buy private there is always a fly in the ointment, in this case seller got the coin and it's up to you to to make the next step.

What are my options if the seller is not willing to sign the form? The vehicle is registered in South Carolina, I live in North Carolina.

Did he not say get me the form ?
