Used Cars: Used car for teenage daughter, speedy answers, car lots

I'm looking for a safe, reliable car for my 16 y/o daughter.  We were hoping to stay in the under $5,000 range as she is required to pay half plus her insurance - and she only wants to get liability to keep the cost low, so we don't want a huge investment.  We are hoping for something that will last her 6 years of local driving (2 years of high school and 4 of college).  We have looked everywhere and are told that price range is almost impossible (dealers and used car lots).  What cars do you suggest (make, model and years) and where do you feel the best place to shop would be?  We are both getting frustrated with the process.
