Used Cars: DEALERS OBLIGATION, fuel gauge, necessary repairs

I LIVE IN BOSTON MA AND MY 2000 DENALI WAS BROUGHT ON 11/6/08 AND VEHICLE NEED A LOT OF REPAIRS IN ORDER TO PASS INSPECTION. IE: TIRED FUEL GAUGE AND OIL GAGE FLUCTUATES, SERVICE ENGINE LIGHT IS ON AND ITS IN NEED OF 4 NEW TIRES. DOES HE HAVE OBLIGATED TO DO ALL NECESSARY  REPAIRS IN ORDER FOR VEHICLE TO PASS?

Answer
My first question is why all those items were not addressed at time of purchase? In my state (TX) the answer would be yes, the dealer has to fix all of that before you take delivery. I tried looking up Ma auto dealer laws but to complicated. You will need to call the Ma dept of transportation and they will be more than happy to guide you to the right person.
