is the used car dealer responsible for acquiring the plates for a car and is the fee included in the price of the car if it is financed

If the term was used "Price, plus tax, title and license" then yes they will add it in. Some states do not require the dealer to do your fees. You can type in your states name plus dept of transportation .org and find the laws in your state. The norm is they charge you for your plates, fresh state inspection, road and bridge fees and any other misc fees. Sometimes a dealer will not charge you for your plates if they are within 3 mths of expiring, I know it's a pain because you just bought the car and your having to go down and buy plates already, if thats the case complain loud to the dealer and tell them your salesman told you everything including plates were to be added to the total price financed and usually out of good faith will take care of it.
