Used Cars: Can I sell a car which title is signed by the owner) but still not transferred the title on my name., florida title, local taxes

Question
I want to sell my car:
I have the title signed by the person (owner) who gave the car to me. My question is: Can I sell the car without transferring the title on my name? since I do not want the car, I need the money.
The title is a Florida title, I am living in Washington DC (today) but I still have my DL from Florida
If you can answer my question I will really appreciate. Thank you so much

Answer
I answering according to Texas Law, but most of the state laws are very similar. Technically you can't do that without a dealers license.  A lot of people do this because you circumvent paying your state and local taxes and fees by doing it that way...however if you find a buyer that doesn't mind, then I will tell you I know it happens everyday...
