Is there any circumstance where someone can haul loads (10,000 - 15,000 lbs) without needing a DOT#?  Also, what does "lease on with a company" mean?

The amount of weight you haul has nothing to do with a DOT#. A commercial motor vehicle begins at 10,001 lbs. (GVWRS) and requires a DOT# and log book. To lease on means to work for a company under their authority and DOT# using your truck. That's the best way to go right now, they will provide everything.
