Trucking: Hot Shot Drivers, hot shot business, dodge truck

Hi, I have a one ton Dodge Truck (05, 40,xxx miles) and I am considering changing career paths and running hot shot loads.  I mentioned this to a friend of mine and he advised against it saying that the federal government is in the process of changing the laws around (again) and it will become very difficult to get into this field without a CDL.  Is there any truth to this?  I figure that if they go fooling around with this too much, they will accomplish nothing more than putting a bunch of hard working folks out of business.
