Trucking: IFTA, international fuel tax, gross vehicle weight


Question
I am an owner operating (one ton truck with 25' flatbed) who just got my MC number and want to do interstate hauling from Florida.  Can you please explain the function of the IFTA?  For instance, who needs to register and what the basic process is?  Is there a minimum GVW and/or annual mileage that makes it applicable, or do all motor carriers have to apply?

HiButch, Here are the requirements for fuel permit:
"The International Fuel Tax Agreement, known as IFTA, requires you to have an IFTA decal on your vehicle if you are going into other states transporting property or persons and:
1. The motor vehicle has two axles and a gross weight or registered gross vehicle weight that exceeds 26,000 pounds.
2. Has three or more axles and weight does not matter (Tandem Tractor)
3. Used in combination and the combination weight exceeds 26,000 pounds gross weight or registered gross vehicle weight.  (Truck with trailer and load exceeds 26,000.)
