Truck Repair: 3406e low power, air leaks, intake tube

Hello!, And thank you ahead of time for any help you can give me!  I have a 1995 International with a cat 3406e 5ek.  The motor has low power and boost.  It sound good and runs good but just no power.  It will randomly cut out for a split second while going down the road as well.  I have check and fixed all air leaks including changing out the air cooler.  turbo seems ok.  hooked the computer up to it. no codes.  In the process of changing the fuel transfer pump and fuel manifold on the driver side of motor. along with the fuel lines.  The baffle in the fuel tank is broke and moving around, so not sure if maybe that did any damage to the fuel intake tube.  Just feels like its not getting the fuel it needs or something.  Like its not staying primed and is taking in air.  I dont know.  about had it.  Any help would be appreciated.  oh also replaced the timing sensor and wire lume to ecm.  No change.  Seems to get worse as it gets warmer.

you might check the pick up tube in the fuel tank.you can plug off one end and pressurize with air in a tub of water and watch for bubbles.Also might want to look into having ecm checked out.most trucks do not have a code for ecm failure. I have put several on trucks from 1996 back.They are getting enough age now that they are starting to fail.
