Truck Repair: fuse for 1989 chevy truck v8, chevy truck, easiest place

my running lights went out and the fuse keeps blowing even with the truck turned off the fuse arcs when trying to install a new one and blows immediately, can anyone help with this problem?

There is for sure a dead short somewhere.
The easiest place to check is the bulb sockets, especially if you recently replaced any of the bulbs.
Remove all the bulbs, and try another fuse, after first making sure the contacts in the sockets are not touching the socket housing.
If it still blows a fuse, either the switch is bad, or a wire is pinched, melted, chewed, or something, allowing direct contact with the vehicle body.

You are just going to need to eliminate possibilities till it is narrowed down.
