Need to replace the fuel filter on my 1999 F150 Lariat 5.4V8 how do you disconnect the line from either end of the filter?

There is a special tool for that. It is a garter spring release tool.
It is the same type used on the air conditioner lines.
There are sets of them at parts houses, or you can get individual ones.
Most are plastic, and very affordable.
Autozone probably has them to loan out.

A note about using them.
If the connection is full of mud or dirt, blow it out, or use a garden hose to wash as much out as you can.
And then, when you are using the tool, push the line toward the filter as you applu pressure with the tool, and that will let it expand the retainer spring a little easier.
