Truck Repair: VP44 Injecter pump, 1999 Ram 2500 4x4 , 24 Valve, volume flow, recons

I keep having a reoccurring problem with a dead throttle. It only does this when the truck is cold or has been sitting for a few hours. Around 1500 rpm it will take off and run fine. The only DTC is a P0216. I've changed fuel filters and checked the fuel pressure,which is around 12-14 psi @ idle and 7-8 psi @ WOT. The APPS is working fine, and the only other thing I've done is replace the MAP sensor.Any suggestions?

The ole dreaded 368 fault code.Possible causes is low fuel pressure,low volume flow,or the VP44 is bad.If it is original & has alot of miles on it then it probably is bad.I recommend getting a ReCon from a Cummins dealer or distributor because they usually are alot cheaper & Cummins ReCons have the updated pumps that should eliminate this problem in the future.The MAP sensor is just a pressure sensor & would log a different fault.
