What is the proper way to check the inflation of dual rear tires on a 96 chevrolet C3500 pickup.

I don't understand the question. You check them with a gauge just like any other tire.
Getting to the valve stem might require a longer, truck type gauge, but usually not. You should be able to reach through a hole in the outer wheel.
