Truck Repair: hard starting Cummings 1995, tom woolf, white smoke

Hello Cliff,

I have a 1995 ram turbo cummins 5.9L. very hard starting from cold. intake heater was NOT working bad sensor. replaced it. Now the intake heater comes on. checked ground wire too OK. will not start 1/4 pedal down. 70 deg or 40 deg. petal to the floor and it will start and sounds like a miss and loads of white smoke. then it will idle fine.. funny thing after 1 or 2 mins of running it will restart fine. Has new fuel filter and air. used SEA FOAM in fuel NO help. tested the intake air heater. Took the two cables off at the intake and  
tested to ground on both studs. Both studs showed  
ground. Both relay are working 12V out on each. you can see the load when you wait for the start lite to go out. so i think its working. What is my next move? truck has 35,000. I got it used one month ago. Florida truck! I am in north carolina!
Started fine when I picked it up.(they ran it!) next day in south carolina 45 deg hard starting.I
look to see if i was doing something wrong and the only thing was 1/4 pedal. That was no help. got mad put it to the floor it started.(ton of white smoke) Hope you can help! Thank you very much!

Sounds like you might have a drain back problem.This is most likely caused by a bad check valve in the fuel injection pumo return or the transfer pump.I bet when the temperature comes up it still does not start good.One more thing to check is the shutdown solenoid on the pump to make sure when you crank engine that it pulls in.
