Question -
On a B5.9 mechanical - changed new injectors, lift pump, checked fuel shut off solenoid,checked return fuel check valve.  Problem:  lost power
Answer -
That leaves turbo,throttle linkage, and a couple other things.The fuel shutdown will cause low power if it is not getting to open fully.Sometimes the linkage will get worn & will not move the lever fully.Take the two bolts that hold it down to the bracket out,turn key switch on & push solenoid until the electromagnet holds it in & see how far you can still move the fuel linkage/solenoid upward.

New question -
Checked linkage - all tight, operating fine.  Double checked throttle.  New question, if the throttle shaft seal is leaking with a fairly good leak, would this affect the govenor in the aspect of lost power?  The fuel pump is an inline 7100.

Actually the Govenor on the pump is a P7100.No it should not effect the govenor & cause low power.Ahhhh I forgot something to check,the wastegate on the turbo.Have to have an air regulator & stuff to rig it up to see if the bellows is ruptured.That will cause low power also.Also make sure the fitting in the rear of the pump for AFC & wastegate is tight.If you can come up with air,air regulator,& stuff to rig it up,hook air to the rubber line at the rear of the pump going TO wastegate,turn air pressure up slowly until 30 psi & any air leak is BAD.
