Vintage Cars: VIN for 1948 Ford, ford coupe, ford trucks

I recently purchased a project car, a 1948 Ford coupe. One of the previous owners indicated on the firewall (with paint) the VIN.  It sounds correct...begins with 899A-...
However, the Title says the VIN is RC########.  I checked with the DMVs in both Ill and Wisc, and they have no idea.  Any clues?  I have no reason to believe that the person I bought it from sold me something different than what he had.  I also am trying to find the VIN on the frame, but can't so far.  Where is it, and how can I see it?  Thanks.

Tough one. If you had a '49 or newer, this would be easy, but pre-'49, postwar Fords are difficult to find data on.  Believe it or not, I'm going to refer you to a Ford TRUCK site:
