"I rented a vehicle, a tractor trailer tire tread hit front end and caused damage to the grill and bumper.  My insurance was contacted by the rental company. I did not get the added protection from the rental agency.  I requested to get the vehicle appraised after the rental company sent me their estimate.  They never responded and went with the one appraisal they had done. Am i entitled, since I (my insurance) will be footing the bill, to get my own 2nd opinion on the appraisal?"

You have contractual rights with your own insurance company. They will investigate and pay what it is fair. In many occasions, they will not take anyone's estimate, but they will send their own adjuster to evaluate the loss. They will pay per the adjuster estimate. Period. If they do not send an adjuster, they will request the insurance company to have independent appraisals for their own review.
