Auto Insurance Claims: please help me., written estimates, car damage

greetings, my name is mel and i reside in California
here is the situation:
i drove my car after the red stop light with speed 20-30 mph. however the car in front of me stop abruptly and caused me to push my brake immediately. unfortunately i did not make it and ended up hit his rear car. i come up and ask him to change all the necessary information , but i realize that i forgot my insurance information. when i saw his car damage is not that bad only few scratches and little dent. on the other side my car got wreck on the front side and it seems his rear bumper got up into my front bumper. i promised to give him my insurance policy to settle this down. however, after i got home i look back on my insurance car which is expired. so i ended up no coverage by the insurance . i finally got my insurance covered back after three days. on the other part, the person who also involved with the accident have full coverage and already reported the accident to his insurance even before i called him. he demanded $1600 to fix all his car including aligning and everything.
i am right now confused and is there any way you can give me solution? thank you and i really appreciate it.

Hi Mel,

Well, you didn't really ask a question but I will do my best.

First you are responsible to pay for the damage. If he has already made a claim to his insurance then you need to reimburse them. If he has not made a claim then you can pay him for the damage. However, you should get him to sign a "Full Release" form before you give him any money. You should make him get 3 written estimates of the damage. Then you should agree to pay the lowest one.
