Auto Insurance Claims: insurance claim/whos liable?, chevy suburban, jeep liberty

In a 3 car accident where car #1(audi sports vehicle),rear ends car #2(03' chevy suburban)and car #2 in turns rear ends car #3(04' jeep liberty),who's insurance is liable as far as car #3? Car #2's insurance is stating that car #3 needs to go thru car #1's insurance. However, the police report indicates car #2 & car #3 on the report given to them at the scene and car #1 & car #2 is indicated on the report given to car #1. Car #3 is being given the run around it seems by both insurance companies and although it's been reported to car #3's insurance company, car #3 would rather pursue getting repairs done thru the other parties insurance companies to keep from paying a $500 deductible and possibly premium hikes. Please advise who's at fault and if car #3 is doing the right thing? Car #3 was in an accident about 5yrs ago where it was as simple as geeting 3 estimats mailing in pictures and receiving a check in the mail, not so simple anymore huh? Also, car #3 just happens to work for a company that publishes tax & insurance laws and spoke with one of the publishers and was told that both parties insurance companies may be liable and that car #2 could have possibly either been going too fast or was too close to car #3 but since traffic at the time of the accident was sort of at a halt during stop and go traffic it's possibly just too close. I mean is it possible for an audi to push a suburban?

As long as thing happened as you explained then car #1 would be responsible for all of the damage to all of the vehicles. There is simply no way arround that fact. If you rear end someone, you are at fault. All damage that follows is the result of your rearending someone and you are at fault for all damage that follows.
