Auto Insurance Claims: no insurance, stiff fines, repositioning

My girlfriend just got her first car about a week ago from her mother.  She hasn't got insurance on it yet.  Today in the process of repositioning the car on the driveway she backed out on the street a little and unfortuately backed into a stopped car waiting for at a red light.  She was very apologetic to the person she hit and offered to pay for the damages.  She said the damage was very slight and now the person she hit called her to tell her the cost would be $650 to fix.  This seems excessive from what she told me, and I intend on having the other party get another estimate.  What should we do in this circumstance?  Technically there is no insurance on the car since she just got it...
I would appreciate your advice...

No insurance is no insurance.  Nothing technical about it.  In most states, your girlfriend would be facing the loss of her license, stiff fines and possible jail time.
She'll have to be the judge as to whether $650.00 is too much to make this go away.  If the damage involved sheet metal, then $650 is far below the average damage.
