Auto body repair & detailing: 84 Fiero, rubbing compound, water wash

 I just bought this car, and the car was sitting around and the bottom of the car was surrounded by grass, and the bottom part of the car's body is almost new, cause the sun messed up the paint on top, the paint is on but not shiny and when you touch the top part of the car, yourhands get full of paint, do you think that if I spray the car with clear, maybe the this could fix the paint, or look better, let me know your opinion, and if it's possible let me know how to prepare the paint, for clear.

It sounds like you could just buff the car with some rubbing compound and polish a shine back. But if you had to clear it you just scuff the whole thing with a gray 3M scuff pad and 3M scuff paste and water. Wash and dry the car and you are ready for paint.
