Auto body repair & detailing: 84 Fiero, days effort, old paint

Question
I just bought this car, and the car was sitting around and the bottom of the car was surrounded by grass, and the bottom part of the car's paint is almost new, cause the sun messed up the paint on top, the paint is on but not shiny and when you touch the top part of the car, your hands get full of paint, do you think that if I spray the car with clear, maybe the this could fix the paint, or look better, let me know your opinion, and if it's possible let me know how to prepare the paint, for clear.

Answer
Your paint is doing what is known as chalking, so sanding and clearing won't fix the problem. The old finish needs removed down to the factory primer coat, then primered, sanded, and refinished. If you do NOT remove the old finish, the new clear will swell up the old paint, and it will wind up looking nearly as bad and nearly as dull as it did before. Take it from hard experience, I made this mistake before. It looks good for a couple days,  then once the sun bakes it, it gets grainy.  If you are going to go to the effort to mask and spray a car, go to the extra couple days effort to do it right. You will be much happier in the long run. Bill
