Auto body repair & detailing: Painting, surface rust, two coats

I recently purchased a Dodge Dakota with a salvaged title.  All repairs have been made with the exception of the hood and front fenders. These parts are new but un painted.  I am starting to get some surface rust as the primer coat just is not holding up.  I would like to know how a "do it your self" person can appropriately sand, reprime and paint so that I will have a finsihed vehicle.  I am not looking for show room quality, but just something to stop the rust and let it blend in so that the entire truck looks of similar color.  Where/how do I start?  Are there websites that will detail the steps that I must follw?

Here is the condensed version. Sand entire panels with 400 Grit sand paper make sure any rust is removed use coarser paper if needed on those areas with rust then go over with 400 grit again. Then mask off the truck make sure the whole truck is covered then apply three coats of primer to the whole panels. Leave masked and when dry (about 4 hours) sand the entire panels with 400 grit wet sand paper and water make as smooth as possible. Take off all masking paper and tape. The truck is now ready for paint But the paint may not match if you paint just the fenders and hood (Check color first) so you will have to blend the doors as well. For that you need to scuff the entire doors with a 3M gray scuff pad and 3M scuff paste and water. Wash and dry vehicle for paint. Mask the truck to paint front clip and doors. Base-coat clear-coat is the easiest and best to use in my opinion. You can get some fast dry clears perfect for doing in a home shop environment. When spraying the base or color spray kind of dry shine is not necessary for the color. Blend the color about half way back into the doors. Let dry and tack between each coat. Then its time for clear-coat two coats are needed over entire panels. lay coats just wet enough to lay down a nice shine. I would do a little practice first on something else. Stop down to your local Napa type store for some tips when you bye your supplies they can be very helpful. Don't know of any web sites sorry. Good luck!!!!
