Auto body repair & detailing: cost associated with rear quarter panel replacement, rear quarter panel, us postal service

I own a 1984 GMC K-1500 4x4 Pick-up with a 6 foot bed. I was broad sided by the US postal service damaging my right rear quarter panel. I have been unsuccessful obtaining a body shop repair estimate. NO ONE wants to get involved due to the year and I can't obtain a written estimate to submit to the US postal Service!
I am going to replace the rear half quarter panel, weld,body filler, and paint. I would like to know what you would charge to make this complete repair in your shop from start to finish.
The government is self insured and has the typical draconian system one might expect. I am attempting to put together some kind of fair estimate to present them in hopes of recovering my damages. I had to replace the gas tank, all the brackets and bands, and the bed bolts to which I did personally and have those receipts to present the US postal service.

According to CCC's Ezest estimating (collision estimating software that's accepted by all insurance companies) A bed side is $1175.68, bed side moldings frnt $70.40 rear $68.90. Labor for replacing the bed side,  6.0 hrs, replace moldings .3 hrs each, setback bed assy 1.5 hrs, replace fuel tank 2.2 hrs of mechanical labor. Paint time is; bed side 3.0 hrs, bed floor 1.7 hrs & refinish front panel 1.0 hrs (you have to paint these when you replace a bed side). Our labor rates are; $38 body, $38 paint $48 mechanical & $20 paint materials.

Body labor $307.80
Mech labor $105.60
Paint labor $216.60
Paint & Materials $114.00
Total $2058.98 plus tax, and the parts you have allready purchased.
