Auto body repair & detailing: leak around top of windshield, plastic molding, astro van

The windshield on my 1996 Astro Van is leaking from the top edge.  It's actually worse when it's just sitting in a rainstorm, but I've also gotten some water coming in while I drive.  The paint along the edge of the roof adjacent to the windshield is bubbling up.  I tried using silicon along the edge where the plastic molding juts up against the roof, but to no avail.  Any advice?

What I would do is take your van and have them cut out the glass and reseal it. Up here in maine they charge 50 bucks for the job and the best part is they will guarantee the windshield will never leak again. There are no home remedies for this.
