The sound your boyfriend heard was the sound of the top cable (pulls the window up) breaking out of its mounting point. The window regulator for your Crown Victoria is available without the motor. You will be able to re-use your existing motor. Most auto parts stores can get you a replacement cable regulator for about $75.00 dollars.
Installing the new regulator is not a simple task for someone without the proper tools and experience. The glass is riveted to the regulator and the regulator is riveted to the inside of the door.
Check with your regular mechanic first. If he doesn't like to make this type of repair, then you can check with various glass shops in your area to see if they can do it for you. Expect to pay between $60 and $90 for the labor.
