Car Alarms: clifford immobilizer and code, keyless entry systems, car alarms

Question
I have a 2000 cs cavalier.For about 6 mos, whenever I
resart the car after having parked from a trip of about 2 km, it does not turn over.There is a gruelling sound like when the car is flooded. I must wait 15-30 minutes, re-enter the code and then it starts. I have a new battery and a renewed starter but the problem continues.On longer distances there is no problem whatsover.Any suggestions would be appreciated.
