BMW Repair: eletrical windows, ash tray, loose ground

Question -
the windows wont go up or down i have no power to the switches, they don light up or my light for the ash tray wont come on, i changed the fuses? can you might help

 Unfortunately I think you are mistaken.  In 1991 BMW made the E30, and the E36 did not come until 1992.  If you live in another country besides the USA, maybe that could be the reason?

 It could be many things, possibly a loose ground, a wire cut, you need to test for voltage at the switches and see what it says.  Then test voltage at the window and see if it's getting to them... trace back as far as you can to find where the power problem is.
