Audio Systems: audio jamming, rf output, radio org

My updtairs neighbor plays his TV or radio loudly all night. He ignores my complaints. Is there a device that would allow me to cause interference with his audio?

Answer
Any device that has a high wattage RF output. A cell phone within a few feet would cause interference. A ham radio is a higher wattage device but you need a ham operators license to use one. I myself am not an expert in ham radio but you can browse this website. http://www.wedothat-radio.org/
