The accelerator pedal is loose and only a short distance from the floor. When I move the throttle under the hood manually, I get a full range, but from the pedal it is hard to get any acceleration at all.

I can't find anything about this in Chilton's or on the Internet.

My guess would be a frayed throttle  cable. Should be a black plastic cable running from the accelerator pedal to the throttle under the hood. These cables fray inside the plastic and  you will never see it, or possibly you may at the accelerator pedal end. There are many of these cables in the car. One other I can think of is for the transmission shifting. If you go behind the pedal, there will be a connection, usually with a little pin. Pull the connecting eye off. Find the end at the throttle and do the same. I do not remember if you have to unbolt the accelerator pedal. you will have to figure that out. Once removed, you will see it is bound up and  because the steel cable inside the plastic is unraveled and bound, that will be your problem.
