Cadillac Repair: ISC problems, aldl connector, throttle arm

Hi, my 90 Deville runs well, except sometimes it will accelerate while driving in the 30-50mph area uncontrolled.  The ISC (I think) is holding the throttle open, then it will let off the throttle.  I've adjusted the min air idle and have it right at 500 rpm, the TPS has been changed and is set at .5 V.  It seems that the throttle has to be open quite wide to get the 1.2v specified for ISC fully extended.  Also I have read a bunch online about how fat the ISC should be from the throttle arm when fully retracted and find anywhere from 3 thousandths (no way) to.3 inches.  I have a Factory Service Manual and don't find any spec.  Any clue what could be causing this intermittent speed up?  I suspect the contacts in the nose switch in the ISC, but I have 3 of them and they all act the same... If you have your:

minimum air set correctly, Tested the ISC via the climate control panel for proper operation, Jumpered the ALDL connector to set ignition setting correctly and adjusted the ISC to specs you should have no problems if your using the actual factory service manual grom Cadillac. Once these are all OK, You need to perform the idle learn procedure.
