Cadillac Repair: A/C 1996 Caddilac Sedan Deville, diagnostic chart, fan module

My mechanic (ASE certified) can not figure out what is wrong with the blower (fan) on my car. He has tried another fan, module, and switch. He has had the dash all apart. He states that he can get power to the switch ??, but nothing that he has tried seems to work. Can you possibly give some suggestions. He is a great guy and i hate to see him stumped.......t

NOTE: if he has battery voltage to the RED wire at the blower motor his fault is most likely the ACM (heater and AC programmer.
