Cadillac Repair: location of the radiator fan relays, powertrain control module, radiator fan

I have a '92 STS with a 4.9 engine. the compressor and both fans aren't getting any voltage. I think I've narrowed it down to the relays or powertrain control module but I can't locate any of them to test. Where might they be?

The 3 cooling fan relys are located on a songle braket on the front side of the left front shock tower by the emissions canister which is behind the drivers front head lights.

The PCM is located behind the glove box. Remove the inner glove box liner and you will see it as it has 3 multi-wire electrical plugs attached to it.
